Change suppliers China discussions often begin with a practical problem: material from an earlier sourcing record already exists, but the record is scattered across messages, samples, product files, packing notes, invoices and shipment references. Reusing those sources does not mean reusing a supplier, product, quality conclusion, compliance position, price, order, shipment, delivery or commercial outcome.
This article is general information. It does not change, retain, replace, select, recommend, evaluate, engage, approve, validate, verify, certify, determine, predict, guarantee, negotiate, contract, pay, buy, order, price, quote, inspect, test, produce, ship, import, clear, advise or decide a supplier, agent, company, product, material, sample, specification, quality, defect, safety, compliance, certificate, test, quantity, moq, capacity, lead time, date, cost, fee, payment, tax, duty, invoice, contract, carrier, route, customs action, delivery, sales, performance, legal position or commercial outcome.

Keep buyer product old-supplier and new-supplier sources distinct
If a buyer is discussing a potential supplier transition, the starting file can separate buyer requirement source, product brief, old-supplier record, new-supplier record and unknown source. The record preserves what each source says, who provided it and where it appeared. It does not establish whether a supplier should be changed, retained or replaced. It also does not establish supplier identity, agent capability, company status, product, material, sample, quality, safety, compliance, quantity, price, order, delivery or outcome.
A product sourcing record can organize stated buyer and product material. It does not select, engage, retain, replace or verify a supplier, company, product, sample, quantity, cost, contract, order or commercial result.
Keep sample specification production and inspection sources distinct
Sample record, product specification, production note, inspection record, photograph, message and unknown source can remain in a separate section of the transition file. A sample or production note may be useful as a stated source. It does not establish that a material is the same, a specification is complete, a sample is approved, production is occurring, quality is acceptable, a defect exists, a test applies, a certificate is current or compliance is present.
A sample record framework can preserve stated sample material. It does not approve a sample, decide a product, supplier, quality, safety, compliance, quantity, production, order, shipment, delivery or result.
Keep quantity packaging label and unknown sources distinct
A quantity reference, packaging record, label reference, carton note and unknown source can show what a previous file stated. They do not establish MOQ, capacity, inventory, product identity, packaging correctness, label accuracy, safety, compliance, price, order, production, transport, delivery or outcome.
The unknown field matters. If an earlier record has no stated source for a size, material, packaging field or production point, the file should mark it as unknown. It should not silently borrow a conclusion from an old-supplier record or treat an unconfirmed statement as a new-supplier fact.
Keep invoice party contract payment and document sources distinct
A document reference, invoice reference, party/address field, payment record, contract field or unknown source preserves a document or a stated field. None of these sources establishes company identity, party authority, price, cost, fee, payment, tax, duty, invoice, contract, legal position, order, product, supplier, shipment, delivery or outcome.
U.S. Trade.gov’s foreign-representative material is U.S. exporter information.[1] Trade.gov’s due-diligence material is also U.S. exporter information.[2] Neither source decides whether to change suppliers in China or determines an agent, supplier, company, contract, payment, product, quality, compliance, shipment or outcome.
Keep shipment carrier route and destination sources distinct
A shipment-plan record, carrier/route record, destination source, party/address field, document reference or unknown source can preserve stated operational material from an earlier file. It does not establish a carrier, route, booking, customs action, tax, duty, fee, shipment, import result, delivery, sales, performance or outcome.
A shipping documents record framework can keep stated document fields visible. It does not select transport, decide customs action, authorize a shipment, clear goods, determine delivery or guarantee an import result.
Read official material within its limits
Trade.gov foreign-representative material is U.S. exporter information. Trade.gov due-diligence material is U.S. exporter information. NIST material is manufacturing traceability framework information. None changes, retains, replaces, selects, recommends, validates, verifies, certifies, approves, determines or guarantees a supplier, agent, company, product, quality, safety, compliance, order, shipping or commercial matter.
NIST announced a public-draft manufacturing traceability framework about recording and linking supply-chain traceability records.[3] That framework does not establish an old-supplier record, new-supplier record, product, sample, quality, safety, compliance, contract, shipment, delivery or commercial outcome.
Buyer requirement source, product brief, old-supplier record, new-supplier record, sample record, product specification, production note, inspection record, quantity reference, packaging record, label reference, document reference, invoice reference, shipment-plan record, party/address field, carrier/route record, destination source, compliance record and unknown source are source records. They do not establish supplier, agent, company, product, material, sample, specification, quality, defect, safety, compliance, certificate, test, quantity, MOQ, capacity, lead time, date, cost, fee, payment, tax, duty, invoice, contract, carrier, route, customs action, delivery, sales, performance, legal position or outcome.
Keep a transition record without drawing a conclusion
Without starting from zero applies only to the source record. Existing source records may be kept as stated material and compared with later source records. They do not carry a supplier, company, product, material, quality, safety, compliance, quantity, price, contract, order, carrier, delivery, sales, performance or commercial conclusion into a new discussion.
| Discussion area | Stated source to preserve | What the transition record preserves | What the record does not establish |
|---|---|---|---|

| Product and sample | Product brief, sample, specification and inspection sources | Stated product and sample material | Product, material, approval, quality or compliance |
| Packaging and labels | Quantity, packaging, label and unknown sources | Stated packaging material and gaps | MOQ, capacity, label accuracy, safety or result |
| Documents and payment | Invoice, party/address, contract and payment sources | Stated document fields | Price, cost, fee, payment, contract or legal position |
| Shipment and destination | Shipment-plan, carrier/route and destination sources | Stated operational source | Carrier, route, customs action, delivery or outcome |
What Yes Supplier can and cannot organize
Yes Supplier can organize stated product, supplier, sample, packaging, label, carton, inspection, document and operational shipment source records. A supplier verification record can preserve a stated supplier discussion. It does not identify, select, retain, replace, verify or approve a supplier, company, agent, product, quality, safety, compliance, order, shipment, delivery, sales, performance or result.
Yes Supplier does not provide supplier, agent, product, quality, safety, legal, compliance, customs, cost, transport, delivery, sales, performance or outcome advice. It does not change, retain, replace, select, recommend, evaluate, engage, approve, validate, verify, certify, negotiate, contract, pay, buy, order, price, quote, inspect, test, produce, ship, import, clear or decide actual matters and outcomes.
